Report on the Results of the Monitoring Visit to Pervomaisk Penal Colony No. 117

The atmosphere of fear, the lack of an opportunity to lodge complaints without the risk of reprisal, and the implementation of unlawful restrictions, such as the prohibition on using beds or smoking, bear witness to the existence of an informal hierarchy, a lack of proper control by the administration, and the neglect of basic human rights.
