Monitoring visit to the State Institution “Ivano-Frankivsk Penal Institution (No. 12)”
Infectious isolation wards for tuberculosis patients require renovation; the sanitary facilities and sewage systems are so worn out that they no longer perform their technical functions. Monitoring visit to the State Institution ‘Manevychi Correctional Colony (No. 42)’
The number of convicts in the colony has almost doubled following their transfer from areas rendered dangerous by the war. Due to overpopulation, the facility has been forced to use bunk beds to accommodate the convicts.
Monitoring visit to the Polytska Penal Colony (No. 76) state institution
Residential premises housing individuals transferred from dangerous areas are in a dilapidated state. The evacuated prisoners are fully isolated from others and effectively do not leave the ward. They complain about poor living conditions and the lack of opportunity to call their relatives.
Monitoring visit to the State Institution ‘Berdychiv Correctional Centre (No. 108)’
There are no malicious violators of the detention regime in the institution. Penalties in the form of placement in a disciplinary isolation cell (DIZO) are almost never applied. As the institution’s management explains, the convicts are disciplined, and there is little point in such a disciplinary penalty; personal communication is more effective.

Monitoring visit to the State Institution ‘Zhytomyr Correctional Colony (No. 4)’
Despite previous remarks, Zhytomyr Correctional Colony No. 4 is perhaps the only institution where the practice of ‘raised beds’ continues, where beds in the disciplinary isolation cell are fastened to the wall during the day. Convicts complain about incomprehensible disciplinary punishments, in particular for failing to turn up for morning exercise.

The medical unit premises require major repairs. The communal bathhouse is not equipped with a room for medical staff necessary for conducting examinations of convicts, meaning medical examinations are carried out in the presence of other convicts.

Due to the institution being almost at full capacity, bunk beds are used in the residential units, which creates additional inconvenience for the prisoners and contradicts the European Prison Rules.
