Shepetivka Correctional Colony (No. 98)
Shepetivka Correctional Colony (No. 98) is a medium-security institution of the State Criminal-Executive Service of Ukraine, located near the village of Klymentovychi in the Shepetivka district of the Khmelnytskyi region.
It ranks among the largest penal institutions in Ukraine in terms of area and production potential. The history of the institution began on 1 August 1962, when a correctional-labour colony was established on the basis of the Shepetivka Crushed Stone Plant by order of the Ministry of Internal Affairs. Over the following decades, active construction of production and residential infrastructure took place: production shops, a crushing complex, woodworking facilities, a boiler house, a railway section, dormitories for convicts, a medical unit, a vocational educational institution, a bath-laundry complex, a canteen, and other infrastructure facilities were built.
Following the reform of the Ukrainian penal system in 1999, the institution received its modern name — Shepetivka Correctional Colony (No. 98). Subsequently, the development of the production base continued; a branch for the production of non-metallic construction materials was created, and in 2003, the Church of Saint Nicholas the Wonderworker was opened on the institution’s grounds.
The institution’s enterprise is traditionally one of the largest production complexes among Ukraine’s penal institutions. The primary areas of activity remain mechanical engineering and metalworking, woodworking, the production of construction materials, the processing of non-metallic raw materials, agricultural production, and the manufacturing of other types of industrial products. The institution also operates a subsidiary farm and a greenhouse complex.
Shepetivka Correctional Colony (No. 98) is regularly monitored by the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, and international and Ukrainian human rights organisations. During monitoring visits, assessments are made of the conditions of detention for convicts, the provision of the right to medical care, the exercise of the right to work, material and living conditions, disciplinary practices, social and educational work, access to education, and other aspects of human rights compliance. Following the monitoring visits of recent years, the institution has received recommendations regarding the improvement of detention conditions, medical provision, the organisation of convicts’ work, the development of resocialisation programmes, the ensuring of proper material and living conditions, and the alignment of the institution’s activities with the requirements of the Criminal-Executive Code of Ukraine, the practice of the European Court of Human Rights, the recommendations of the European Committee for the Prevention of Torture (CPT), and other international standards in the field of human rights protection.
