Dnipro Penal Colony (No. 89)
The state institution ‘Dnipro Penal Colony (No. 89)’ is a medium-security institution for holding men sentenced to imprisonment for a specific term who have previously served a sentence in the form of imprisonment.
The institution is located in the Novokodatskyi district of the city of Dnipro, near the ‘Zakhidnyi’ residential area, and is part of the structure of the State Penitentiary Service of Ukraine.
The history of the institution dates back to 1945, when a camp for German prisoners of war was created on the outskirts of the city of Dnipropetrovsk, in the area of the Zakhidnyi settlement. During this period, the first single-storey barracks and production premises for the future reinforcement workshop were built. In 1947, after the repatriation of prisoners of war to Germany, the camp territory was transferred to the disposal of the penal execution bodies. As early as 1948, the first contingent of convicts arrived at the institution. Simultaneously, a vocational school was opened, and convicts were involved in the construction of industrial facilities for the Dnipropetrovsk Metallurgical Equipment Plant and residential buildings in the Zakhidnyi settlement. In the following decades, the colony’s production base actively developed. In 1950, a foundry was built, and the manufacture of steam-water valves began. In 1955, a model workshop was put into operation, and in 1957, a workshop for the production of gearboxes. In 1959, the construction of the residential zone of the institution was completed. In the 1960s, further expansion of the industrial complex continued. New workshops for valve production, a mechanical workshop, a transport workshop, repair-tool workshops, and the chief mechanic's services were put into operation. In 1973, a workshop for the manufacture of axial fans was built, which became an important stage in the development of production.
In order to ensure the right of convicts to education, in accordance with the decisions of the government of Ukraine, General Secondary School No. 33 was opened on the territory of the colony in 1973. After the declaration of Ukraine’s independence in 1991, the institution was renamed a penal institution of the Ministry of Internal Affairs of Ukraine in the Dnipropetrovsk region, and subsequently, it became part of the structure of the State Department of Ukraine for the Execution of Sentences and the State Penitentiary Service of Ukraine.
A special place in the history of the institution belongs to the creation of an inter-regional tuberculosis hospital for convicts in 1997. Due to the significant spread of tuberculosis in the penitentiary system, a specialised medical institution was created on the territory of the colony, which provided medical assistance to convicts suffering from tuberculosis who were sent from different regions of Ukraine. Subsequently, a specialised multidisciplinary hospital of the state institution ‘Centre for Healthcare of the State Penitentiary Service of Ukraine’ functioned on the basis of the institution, which even today remains one of the leading institutions of penitentiary medicine in Ukraine for the treatment of tuberculosis and other serious illnesses.
Today, the state institution ‘Dnipro Penal Colony (No. 89)’ continues to perform the functions assigned to it by the state regarding the execution of criminal sentences, ensuring proper conditions of detention for convicts, the organisation of their labour, professional training, socio-educational work, and the medical provision of the persons staying in the institution.
