Khroly Correctional Centre (No. 140)
The state institution ‘Khroly Correctional Centre (No. 140)’ is an open-type penal institution of the State Criminal-Executive Service of Ukraine, intended for the execution of sentences in the form of restricted liberty in accordance with the requirements of the Criminal-Executive Code of Ukraine.
The institution is located in the village of Khroly, in the Kharkiv district of the Kharkiv region, and is part of the structure of the North-Eastern Interregional Department for the Execution of Criminal Sentences of the Ministry of Justice of Ukraine.
The Khroly Correctional Centre is an open-type institution where convicts serve their sentences without isolation from society, while remaining under the supervision of the administration.
In accordance with the requirements of criminal-executive legislation, convicts are engaged in paid labour, may work at enterprises of various forms of ownership, enjoy the right to short-term leave from the institution in cases provided for by law, and participate in social and educational programmes, professional training, and resocialisation.
A distinctive feature of the Khroly Correctional Centre is that it operates as a contractor-based institution. The centre does not have its own industrial production facilities; rather, the labour of convicts is organised primarily on a contractual basis with enterprises, institutions, and organisations located in the Kharkiv region.
This approach corresponds to the specifics of open-type penal institutions and contributes to preparing convicts for independent life after their release.
Following the reform of the penitentiary system of Ukraine, the institution continued its activities as part of the State Criminal-Executive Service of Ukraine.
In 2016–2017, its name was brought into compliance with the current system of the Ministry of Justice of Ukraine, and its address was changed due to the renaming of the street in accordance with decommunisation legislation.
During the full-scale armed aggression of the Russian Federation, the Kharkiv region suffered significant destruction and shelling. Despite the challenging security situation, the Khroly Correctional Centre continues to perform the functions assigned to it by the state, ensuring the execution of sentences in the form of restricted liberty, appropriate conditions for the detention of convicts, the organisation of their labour, and the implementation of measures aimed at resocialisation and preparation for reintegration into society.
