Chernihiv Correctional Colony (No. 44)
The state institution “Chernihiv Correctional Colony (No. 44)” was a medium-security penal institution where men sentenced to deprivation of liberty served their sentences. During its operation, the institution fulfilled the tasks defined by the criminal-executive legislation of Ukraine regarding the isolation, resocialisation, and preparation of convicts for release.
Like other penal institutions, the Chernihiv Correctional Colony (No. 44) was under the constant attention of the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, and international and Ukrainian human rights organisations. During monitoring visits, evaluations were conducted regarding the conditions of detention, the provision of rights to medical care, work, education, and social and educational work, as well as disciplinary practices, material and living conditions, and other aspects of human rights compliance in places of confinement.
Based on the results of monitoring visits, recommendations were provided regarding the alignment of the institution’s activities with the requirements of the Criminal-Executive Code of Ukraine, the practice of the European Court of Human Rights, the recommendations of the European Committee for the Prevention of Torture (CPT), the European Prison Rules, and other international standards in the field of human rights protection.
As part of the optimisation of the network of institutions within the State Criminal-Executive Service of Ukraine, the activities of the state institution “Chernihiv Correctional Colony (No. 44)” have been terminated.
Currently, the institution does not carry out any activities related to the execution of criminal sentences.
