Zamkova Correctional Colony (No. 58)
Zamkova Correctional Colony (No. 58) is a maximum-security institution of the State Criminal-Executive Service of Ukraine, located in the town of Iziaslav, Shepetivka district, Khmelnytskyi region. The institution is one of the best-known penitentiary institutions in Ukraine, owing to its location in the complex of a former Bernardine monastery — an architectural monument of the 17th century.
Men sentenced for particularly grave crimes serve their sentences in the colony, and a maximum-security sector also functions for persons sentenced to life imprisonment. The history of the institution in its modern form began on 22 October 1960, when, by order of the Ministry of Internal Affairs of the Ukrainian SSR, a correctional-labour colony was created on the base of a former children’s labour colony for the detention of particularly dangerous recidivists. The cell-based detention system and high level of isolation defined the specifics of the institution’s activities, which today remains one of the most strictly regulated in the Ukrainian penal system. Over the following decades, the institution’s production and social infrastructure actively developed. From woodworking, the colony gradually transitioned to a multi-profile industrial complex with developed metalworking, woodworking, garment production, repair workshops, and a subsidiary farm.
At the same time, production buildings, staff dormitories, administrative buildings, and other infrastructure facilities were constructed.
After the reform of the Ukrainian penal system, the institution received its modern name — Zamkova Correctional Colony (No. 58). In the 2000s, the construction of a maximum-security sector for the detention of men sentenced to life imprisonment was completed, which became one of the important stages in the development of the institution.
Zamkova Correctional Colony (No. 58) is regularly monitored by the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, and international and Ukrainian human rights organisations. Particular attention is paid to the conditions of detention for persons sentenced to life imprisonment, the application of disciplinary measures, the provision of the right to medical care, the exercise of the right to work, social and educational work, and the observance of other fundamental human rights. Following the monitoring visits of recent years, the institution has repeatedly received recommendations regarding the improvement of material and living conditions, the modernisation of the medical unit, the refinement of disciplinary practices, the ensuring of the right to privacy, the development of resocialisation programmes, and the alignment of the institution’s activities with the requirements of the Criminal-Executive Code of Ukraine, the practice of the European Court of Human Rights, the recommendations of the European Committee for the Prevention of Torture (CPT), the Nelson Mandela Rules, and other international standards regarding the treatment of persons deprived of liberty.
