Kagarlyk Correctional Colony (No. 115)
Kagarlyk Correctional Colony (No. 115) is a minimum-security correctional institution with facilitated conditions of detention for men sentenced to imprisonment.
The institution is located in the Obukhiv district of the Kyiv region and is part of the structure of the State Criminal-Executive Service of Ukraine. The colony was established in 1992 as an institution for holding individuals sentenced for the first time to imprisonment for crimes committed through negligence. In 1999, the institution received its current name, and after the Criminal-Executive Code of Ukraine entered into force in 2004, it was re-profiled into a minimum-security correctional colony with facilitated conditions of detention. A feature of the institution is the application of less stringent conditions of detention compared to medium- and maximum-security colonies.
The primary purpose of the colony’s activity is to ensure the execution of criminal sentences, the preparation of convicts for release, their social adaptation, vocational training, and engagement in paid labour in accordance with the requirements of the legislation of Ukraine. The institution has repeatedly been under the purview of the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, and human rights organisations.
During monitoring visits, the conditions of detention for convicts, the realisation of the right to work, medical provision, material and living conditions, access to education, social and educational work, and other aspects of human rights compliance were assessed.
Based on the results of these visits, alongside positive practices, recommendations were provided regarding the further improvement of the institution’s activities in accordance with the requirements of national legislation and international standards for the treatment of persons deprived of their liberty.
