The Penitentiary System of Ukraine and the Standards of the European Committee for the Prevention of Torture / foreword by M. M. Hnatovskyy; NGO ‘Kharkiv Human Rights Protection Group’. — Kharkiv: Prava Ludyny, 2021. — 436 pp.

In this publication, the reader will find a key set of international standards in the penitentiary sphere developed by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment.
The book consists of three parts. The first part provides a systematised analysis of the implementation of the recommendations made by the Committee to Ukraine following 12 visits to our country from 1998 to 2017.
The second part offers a translation of the ‘penitentiary’ sections of the Committee’s recent reports on its visits to Ukraine in 2012, 2013, 2014, 2016 and 2017, as well as the author’s comments on the Committee’s report on the 2017 visit.
The third part contains a collection of the Committee’s main ‘penitentiary’ standards, set out in its General Reports, which are usually thematic. Taken together, all these standards provide a comprehensive understanding of the requirements set by the Committee for the penitentiary system.
As an appendix, the report addressed to the Government of Ukraine following the CPT’s visit to Ukraine on 6–13 August 2020 is also included.
The publication will be useful to anyone interested in penitentiary issues. It is primarily intended for the staff of penitentiary institutions, prisoners and detainees, lawyers, researchers and students.
