Ukrainian prisons are emptying
According to data from the State Penitentiary Service of Ukraine, 136,223 people were held in places of detention in the country as of 1 July 2013. This is the lowest level recorded in the last two decades. There are now 301 prisoners per 100,000 of the population in the country.
The reduction achieved has occurred mainly due to a significant decrease in the number of inhabitants in pre-trial detention centres. On 1 July, there were 24,193 people held in the 26 operational pre-trial detention centres (out of 32), compared to 30,854 at the beginning of 2013, and 37,632 a year earlier.
The number of convicts, meanwhile, is changing insignificantly and has not yet reached the minimum recorded as of 1 January 2010 – 108,187 convicts. Over the last three years, the number of convicts has changed as follows:
01.01.2010 108,187
01.01.2011 113,917
01.01.2012 115,068
01.01.2013 114,994
01.06.2013 112,176
01.07.2013 110,895
At the same time, the rate of decrease in the number of convicts is quite noticeable. As the data shows, if in 2011 the number of convicts increased by 1,151, and in 2012 decreased by only 74, then in the first half of 2013 the decrease already amounted to 4,099 people.
It should be noted that there is a continuing decline in the number of convicts in 8 educational colonies: by the middle of 2013 there were 1,135, of whom fewer than one thousand were minors (at the beginning of the year there were 751 out of 1,264 people).
The number of convicts in 13 women's colonies is almost unchanged and stood at 6,043 on 1 July.
There are already 1,844 life-term prisoners in the country, of whom 23 are women.
