2010 Amnesty – results
During July–October 2011, an amnesty for convicted persons was carried out in Ukraine.
According to the State Penitentiary Service, which reported on a request from the ‘Donetsk Memorial’, albeit with a one-month delay, the results of the implementation of the Law of Ukraine ‘On Amnesty in 2011’ are as follows.
It is worth noting that the amnesty applied to both persons serving sentences in places of confinement and persons who received sentences not related to imprisonment, so the results are presented separately for these two groups.
From the first group — persons serving sentences in places of confinement — 4,571 persons fell under the amnesty. Of them, 532 persons were refused the application of the amnesty.
2,869 persons were released from correctional colonies, 348 persons were released from correctional centres, and 91 persons from educational colonies. In addition, 230 persons were released from pre-trial detention centres. The sentence term was reduced for 501 persons.
Unfortunately, the agency did not provide information on how many persons refused the amnesty.
Regarding the second group of persons, the data is as follows:
14,155 persons fell under the amnesty who were sentenced to punishments not involving imprisonment and for whom the sentence is executed by the criminal-executive inspection. The amnesty was applied to 13,107 persons, while the remaining 1,048 persons were refused the application of the amnesty.
