Torture of detainees in Ukrainian SIZO
Yevhen L., born in 1974, a seriously ill detainee with a diagnosis of active tuberculosis,
has been kept in the Mariupol SIZO since August 2009, being subjected to very excruciating torture for the last 6 months (!): he is being deprived of much-needed medical care! Yevhen is very, very weak; he has constant shortness of breath, a constant fever of +37.7 °C, and is constantly coughing up clots of blood.
He has had an active form of tuberculosis for more than half a year (since mid-October 2009), which is not being treated at all.
Yevhen needs second-line anti-tuberculosis drugs, which cannot even be brought into the SIZO.
He needs a course of treatment lasting from 6 months. At the same time, the cost of second-line drugs is from 200 UAH per day. They must be taken daily. The Donetsk Regional Tuberculosis Dispensary is not opposed to providing the necessary treatment for free, but only on the condition that Yevhen Levchenko is transferred from the SIZO and will subsequently be kept in the inpatient facility of this medical institution (tuberculosis dispensary). However, there is no possibility of bringing medical drugs that are on the balance sheet of the tuberculosis dispensary into the SIZO. The Budget Code prohibits it.
The Head of the Mariupol SIZO wrote a letter to Yevhen’s relatives as early as the beginning of March 2010 (a copy of which I am attaching), saying that Yevhen was supposed to be transported to the regional tuberculosis dispensary on 15 March 2010, but the situation remains unchanged. Paper will endure anything?!..
