How much does it cost to maintain prisoners?

It has become a truism to state that there is poor funding for penal institutions. At the same time, a more or less objective idea of the level of expenditure on the maintenance of prisoners can be formed if one knows the exact data on the actual level of expenditure.
During the Public Hearings that took place in the Department for the Execution of Sentences at the end of September, the Deputy Chairman of the Department, A. F. Vysochanskyi, presented the following data for the last decade regarding the cost of maintaining one prisoner per year (in hryvnias):

Obviously, if expenditure in hryvnias has increased 6–8 times, then in dollar terms the increase has been only 2–2.5 times.
Expenditure on the maintenance of a prisoner per month in 2009 is 1,066 UAH, per day – 35 hryvnias.
