Central-Western Interregional Department for the Execution of Criminal Sentences of the Ministry of Justice

The Central-Western Interregional Department for the Execution of Criminal Sentences of the Ministry of Justice is a territorial body of the State Penitentiary Service of Ukraine, which ensures the implementation of state policy in the sphere of execution of criminal sentences and probation in the Vinnytsia, Zhytomyr, and Khmelnytskyi regions.

The Department provides organisational and methodological guidance for the activities of subordinate penal institutions, pre-trial detention centres, correctional centres, and authorised probation bodies.

Its responsibilities include coordinating the activities of subordinate institutions, monitoring compliance with criminal enforcement legislation, organising security and regime, ensuring the rights of convicts and persons held in custody, and cooperating with state authorities, courts, law enforcement agencies, local self-government bodies, and civil society institutions.

Institutions under the management of the interregional department are regularly visited by representatives of the National Preventive Mechanism, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, and international and Ukrainian human rights organisations.

The results of these monitoring visits serve as an important tool for assessing the observance of human rights in places of detention and contribute to bringing the activities of penitentiary institutions into compliance with national legislation and international standards.
