Domnytsia Correctional Centre (No. 135)
The state institution “Domnytsia Correctional Centre (No. 135)” was an open-type penal institution where persons sentenced to restriction of liberty served their sentences, as well as certain categories of convicts whose unserved part of their sentence of deprivation of liberty had been replaced by a more lenient punishment in accordance with Article 82 of the Criminal Code of Ukraine.
The primary purpose of the correctional centre’s activities was to ensure the execution of the sentence without isolation from society, by engaging the convicts in work, facilitating their resocialisation, maintaining socially useful connections, and preparing them for a return to an independent life following their release.
The activities of open-type penal institutions have repeatedly come under the scrutiny of the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, as well as international and Ukrainian human rights organisations. During monitoring visits, assessments were conducted regarding the living conditions of the convicts, the provision of the right to work, medical care, social and educational work, the observance of labour rights, access to education, and other aspects of the realisation of human rights.
Based on the results of monitoring visits, institutions of this type were provided with recommendations regarding the improvement of living conditions, the ensuring of proper working conditions, the development of resocialisation programmes, the improvement of medical provision, and the alignment of their activities with the requirements of the Criminal-Executive Code of Ukraine, the European Prison Rules, and other international standards in the field of human rights protection.
As part of the optimisation of the network of institutions within the State Criminal-Executive Service of Ukraine, the activities of the state institution “Domnytsia Correctional Centre (No. 135)” have been terminated.
Currently, the institution does not carry out any activities related to the execution of criminal sentences.
