Konotop Correctional Colony (No. 130)
The State Institution “Konotop Correctional Colony (No. 130)” is a penal institution of the State Penal Service of Ukraine, located in the city of Konotop, Sumy region.
Today, the institution functions as a correctional colony and ensures the execution of criminal sentences in accordance with the requirements of the Penal Code of Ukraine.
The history of the institution dates back to the middle of the 19th century. In 1853, a prison jail was built in Konotop, which became the city’s first two-storey stone public building. The design of the building was approved by Emperor Nicholas I, and the institution served as a place of detention for persons deprived of liberty for many decades.
Until November 1965, the Konotop Pre-trial Detention Centre functioned in the historic complex. In accordance with the order of the Ministry of Public Order of the Ukrainian SSR dated 1 November 1965, the institution was reorganised into a medical-labour unit for the compulsory treatment of persons suffering from chronic alcoholism.
In the 1970s, the institution’s production base was actively developed. Production areas were increased by almost tenfold, which allowed for a significant expansion of employment opportunities for convicts.
Further infrastructure development continued in the following decades.
In 1987, a modern three-storey dormitory, a canteen, rooms for long-term visits, and a children’s room were commissioned. After the proclamation of Ukraine’s independence, the institution repeatedly changed its legal status in accordance with the reforms of the penal system. At the end of 1999, it was renamed the Konotop Medical-Labour Dispensary, and in 2001, it was repurposed into a corrective labour colony-settlement, with the simultaneous creation of a correctional centre for persons sentenced to restriction of liberty.
From 1 January 2005, the institution functioned as the Konotop Correctional Centre for the detention of men sentenced to restriction of liberty.
During the further reform of the Ukrainian penal system, it was repurposed into a correctional colony and given its modern name — the State Institution “Konotop Correctional Colony (No. 130)”.
Today, the institution is part of the structure of the State Penal Service of Ukraine and ensures the execution of criminal sentences, the organisation of convict labour, professional training, social and educational work, and preparation for reintegration into society.
Following the onset of the full-scale armed aggression by the Russian Federation, the Sumy region has been subjected to systematic missile and drone attacks.
Despite the difficult security situation, the State Institution “Konotop Correctional Colony (No. 130)” continues to perform the functions assigned to it by the state, ensuring proper conditions of detention and the stable functioning of the institution.
