Gorodok Correctional Centre (No. 131)
The state institution “Gorodok Correctional Centre (No. 131)” is situated in the village of Horodok, Rivne Raion, Rivne Oblast, and serves as an open-type facility for the execution of sentences involving the restriction of liberty.
The history of the institution began on 14 August 1979, when the Treatment and Labour Preventorium of the Rivne Regional Executive Committee was established in accordance with Order No. 0185 of the Ministry of Internal Affairs of the Ukrainian SSR. Initially, the facility operated in the town of Klevan and was intended for the compulsory treatment of individuals suffering from chronic alcoholism, in compliance with the legislation of that time.
In 1988, pursuant to Order No. 343 of the Ministry of Internal Affairs of the Ukrainian SSR dated 30 May 1988, the treatment and labour preventorium was relocated to the village of Horodok, Rivne Raion. Along with the relocation to the new site, the entire special contingent and the institution's personnel were transferred. It is from this point that the history of the institution is directly linked to its current location.
Following the declaration of Ukraine's independence and the gradual liquidation of the system of treatment and labour preventoria, the facility was reorganised into the Gorodok Treatment and Labour Preventorium of Rivne Oblast in 1999. Subsequently, in 2001, in accordance with Order No. 21 of the State Department of Ukraine for the Execution of Sentences dated 3 February 2001, it was converted into a high-security correctional colony.
The further reform of the institution was associated with the introduction of new types of criminal penalties provided for by the Criminal Code of Ukraine. At the end of 2001, based on Order No. 240 of the State Department of Ukraine for the Execution of Sentences dated 15 December 2001, the Gorodok Correctional Colony was re-profiled into a settlement colony for persons convicted of intentional crimes, and a correctional centre for the execution of sentences involving the restriction of liberty was established.
In subsequent years, the institution repeatedly changed its organisational structure in line with the reforms of the criminal-executive system of Ukraine. Since 2005, it has functioned as the Gorodok Correctional Centre—a specialised open-type institution for the execution of sentences involving the restriction of liberty.
The primary objective of the correctional centre is to create conditions for the correction and resocialisation of convicts by engaging them in socially useful labour, professional training, and preparation for their return to society. Convicts serving sentences in the correctional centre have the opportunity to work both at the institution's production facilities and at enterprises of various forms of ownership, in accordance with legislative requirements.
Throughout its operation, the institution has undergone a complex transformation from a Soviet-style treatment and labour preventorium to a modern, open-type correctional facility, the activities of which are aimed at the resocialisation and social adaptation of convicts.
Over the years, the institution has been headed by F. I. Hyzhyrov, P. Ya. Rodziak, V. S. Kondratiuk, M. A. Sydorchuk, V. E. Zhuravliov, and other leaders who have made a significant contribution to the development of the institution.
At present, the head of the institution is Dmytro Mykolaiovych VOITSEKHOVSKYI.
