Izmail Pre-trial Detention Centre
The history of the State Institution “Izmail Pre-trial Detention Centre” is inextricably linked to the development of the penitentiary system of Southern Bessarabia and the city of Izmail. The first records of places of confinement in Izmail date back to the period when the city was incorporated into the Russian Empire following the conclusion of the Russo-Turkish wars at the end of the 18th century. Throughout the 19th century, arrest premises and a district prison operated in the city, which ensured the detention of persons taken into custody as well as those sentenced to various types of punishment.
Following the incorporation of Bessarabia into Romania in 1918, the penitentiary institutions of Izmail were integrated into the Romanian system of sentence execution. After the region joined the Ukrainian SSR in 1940 and the Soviet government was finally established in 1944, a pre-trial detention institution subordinate to internal affairs agencies began operating in the city.
In the post-war period, the Izmail Pre-trial Detention Centre became the main institution for holding persons taken into custody in the southern part of the Odesa region. Due to the city's geographical location near the state border, the institution traditionally ensured the detention of persons under investigation or trial, as well as specific categories of convicted persons.
Throughout the second half of the 20th century, the reconstruction of security blocks, the modernisation of engineering and technical security equipment, and the development of the institution's municipal and household infrastructure were carried out. After the declaration of Ukraine's independence, the detention centre continued to function as part of the state's criminal-executive system.
In 1998, following the creation of the State Department of Ukraine for the Execution of Sentences, the institution was transferred to its subordination. Subsequently, it became part of the structure of the State Penitentiary Service of Ukraine and the Ministry of Justice of Ukraine.
Today, the State Institution “Izmail Pre-trial Detention Centre” performs the functions of a pre-trial detention centre and ensures the custody of persons taken into custody, as well as specific categories of convicted persons in accordance with the requirements of the criminal, criminal procedural, and criminal-executive legislation of Ukraine. The institution is an important component of the justice and sentence execution system in the southern region of Ukraine.
Over the years, the institution has been headed by leaders of the penitentiary service of the Odesa region, who ensured its functioning, the development of its material and technical base, and the fulfilment of tasks assigned by the state.
Currently, the head of the institution is Roman Serhiyovych CHUYEV.
