The State Institution “Odesa Correctional Colony (No. 14)” is one of the oldest correctional facilities in the Odesa region. Its history began during the period of Odesa’s liberation from Nazi occupation during the Second World War.

The institution was founded by Order of the NKVD of the USSR No. 1 of 19 April 1944 and was named the Industrial Colony of the NKVD of the city of Odesa. The main task of the colony in the first post-war years was to provide labour for enterprises involved in the reconstruction of the city, industrial facilities, and transport infrastructure.

Throughout its history, the institution has repeatedly changed its organisational-legal status and name. At various times, it functioned as a camp unit, a children's labour colony, a correctional labour colony, and a correctional colony as part of the criminal-executive system of Ukraine. The institution received its current name — Odesa Correctional Colony (No. 14) — after the reform of the sentence execution system in accordance with Order No. 165 of the State Department of Ukraine for the Execution of Sentences dated 29 November 1999.

Since 25 December 2003, the colony has functioned as a medium-security institution for men who have previously served sentences involving deprivation of liberty. The planned capacity of the institution is 1,350 persons.

For decades, one of the main areas of the institution's activity remained production. The colony’s enterprise specialised in mechanical engineering and metalworking. Over the years, foundry, mechanical, and woodworking shops operated here, as well as other production sites where convicts acquired professional skills and were engaged in paid labour.

The colony is located in the Khadzhybeiskyi (formerly Malynovskyi) district of Odesa. A complex of residential, industrial, and administrative facilities necessary for ensuring the execution of sentences and the functioning of the institution has been formed on its territory. It houses a residential zone for convicts, an industrial zone, an administrative building, a medical unit, a canteen, a club, a library, a bath and laundry complex, and other social and utility facilities.

Throughout its operation, the colony has played an important role in the development of the production sector of the penitentiary system in the Odesa region and has remained one of the largest correctional facilities in the south of Ukraine.

Over the years, the institution has been headed by Medvedyk, Nazarenko, Meshcheriakov, Miakishev, D. I. Ivanenko, Shulha, Kharchenko, V. F. Koniuk, H. M. Osokin, A. P. Mazhura, I. S. Fatkulin, Yu. M. Samarskyi, V. O. Vyvodtsev, L. M. Solomii, P. P. Sytnyk, M. F. Pekha, S. V. Kotsiuba, Ye. V. Holubiev, and other leaders who ensured the development of the institution at different stages of its history.

Currently, the head of the institution is Volodymyr Anatoliyovych KOPYLCHUK.
