Kerch Pre-trial Detention Centre

Until 2014, the state institution “Kerch Pre-trial Detention Centre” was part of the structure of the State Penitentiary Service of Ukraine and fulfilled the functions of a pre-trial detention centre within the territory of the Autonomous Republic of Crimea. The institution held individuals taken into custody, as well as specific categories of convicted persons, in accordance with the requirements of Ukrainian legislation.

Following the commencement of the temporary occupation of the Autonomous Republic of Crimea by the Russian Federation in February–March 2014, the activities of the institution within the State Penal Enforcement Service of Ukraine were effectively ceased. Ukraine lost the ability to manage the institution, ensure control over the conditions of prisoner confinement, and implement state policy regarding the execution of criminal sentences within the Crimean Peninsula. Due to the temporary occupation of the Autonomous Republic of Crimea, the state institution “Kerch Pre-trial Detention Centre” remains outside the actual control of Ukrainian state authorities.

In accordance with the legislation of Ukraine, the Autonomous Republic of Crimea and the city of Sevastopol are temporarily occupied territories of Ukraine, and all state institutions located within this territory remain the property of Ukraine, regardless of any actual control over them.
